Yes. The systems we fit are reverse-cycle heat pumps. The 2.5 kW Daikin models we fit are rated between 4.61 and 5.90 for seasonal heating efficiency, so each kWh of heat costs roughly 4.3p to 5.6p at the Yorkshire price cap rate of 25.60p, against 25.60p from a panel heater. They heat the rooms they serve; replacing a whole central heating system is a different design.

Usually not for a reverse-cycle unit on a house that meets the Class G conditions: not used only for cooling, one unit (two on a detached house), an outdoor unit of 1.5 cubic metres or less, not on a pitched roof, and within 37.0 dB(A) at the neighbour. Conservation areas restrict walls and roofs fronting a highway, listed buildings need permission, and Nether Edge and Broomhill have Article 4 directions.

Possibly, but it needs checking first. Both conservation areas have Article 4 directions that further restrict permitted development, so the direction covering your address is checked before any position is agreed, and if a planning application is needed you will know before you commit.

Sometimes. In planning law a flat isn't a house, so the permitted-development allowance belongs to the whole block: one unit, with an outdoor unit of no more than 0.6 cubic metres. The freeholder or management company usually has to agree to anything fixed to the building, so that permission comes first.
